Summary

Skill-UP aims to define the knowledge, skills and competences required by the current and future employers of the Air Transport Sector to better align the training offered to the requirements of different occupational profiles. By identifying the needs of an evolving labour market, skill-UP will develop initial and continuing VET training programmes based on suitable and innovative teaching and training methodologies and on study pathways for skilling, upskilling and reskilling the air transport workforce.

Description

Skill-UP aims to define the knowledge, skills and competences required by the current and future employers of the Air Transport Sector to better align the training offered to the requirements of different occupational profiles. In particular, skill-UP will target the following profiles: air traffic controllers, pilots, airport operators and drone (RPAS) operators. By identifying the needs of an evolving labour market, skill-UP will develop initial and continuing VET training programmes based on suitable and innovative teaching and training methodologies and on study pathways for skilling, upskilling and reskilling the air transport workforce. 
It is estimated that by 2030, 14% of the global workforce may need to switch occupational categories due to digitization, automation, and advances in Artificial Intelligence (AI). The composition of the skills and knowledge required for working in the Air Transport Sector will change and, in addition to the competences that are important in the current scenario, new ones will be required: 
- Growing need of skills and abilities to work with data, and big data, to carry out descriptive diagnostics, predictive and prescriptive tasks; 
- Knowledge of ICT, including multimodal interaction with advanced HMIs, automation and robotics; 
- Teamwork and communication, where the team is composed of both humans and robots/automation. 
Stemming from the results of an occupational analysis and competency framework of the Air Transport sector (developed in the E+ KAAT Project), skill-UP will: 
1. define the workforce profiles (job roles) called by the future trends and scenarios, 
2. develop an Air Sector Skills Transformation Map, 
3. develop initial and continuing VET training programmes adapted to the evolving requirements of the sector, based on suitable and innovative teaching and training methodologies. 
4. develop an online Knowledge Centre that will collect the outputs of the project, present curricula, training activities and guidelines for specific target groups. 
The target groups of this project include air traffic controllers, pilots, airport operators and drone operators and will cover the following needs: 
- New entrants can use the resources to find out about different careers in the sector, and build their career pathways and competences needed (Skilling) 
- Professionals and practitioners who wish to progress within the Air Transport sector, can assess their career pathways, identify relevant training programmes to upgrade their skills, and prepare for the desired job roles (Upskilling) 
- Employers will be able to recognise the skills needed and invest in staff training for career development and skills upgrading (Reskilling) 
- Training providers can gain insights into sector trends and existing and emerging skills that are in demand, and design programmes to address the industry needs accordingly. 

Objectives

1. Thorough needs analysis 
The first step is the analysis of the training needs based on identifying the gap between existing and required competencies to fulfil defined tasks to a defined standard (quality and performance standards). Assess entry levels of the individuals who will participate in the program and the minimum requirements that have to be met. 
2. Shift to Competency-Based Training Programmes. 
Traditional VET training is centered on subject contents and the delivery is time-based and instructorcentered. The course contents are based on predefined, and fix, training objectives and seldomly evaluate entry competencies from the participants, assuming an homogenous level of knowledge. In the skill-UP Competency-Based Training (CBT) program, the contents and the methods of delivery will be based on training needs (competencies to acquire/build) to perform defined tasks and will be learner-centered. 
3. Provision of self-assessment tools and tools for development of career pathways 
The Knowledge Centre developed will aim at promoting skills mastery and lifelong learning. It will be jointly developed by engaging employers, industry associations, education and training providers and unions, to make informed decisions about career choices, as well as take responsibility for skills upgrading and career planning. It will support the following activities: 
a. Assess Career Interests
b. Prepare for Desired Jobs
c. Find Avenues to Close Skills Gap
d. Renew, Upgrade and Deepen Skills

UNINETTUNO Role

UNINETTUNO lead the WP5 - Knowledge centre - being responsible for the design of the online platform and the development of the online environment. This WP wdevelopped a web-based platform to collect all outputs of the project, present curricula, training activities and guidelines. The Platform, called Knowledge Center, enable users to: understand career opportunities, emerging jobs and trends in the sector; understand future skills demand in the sector; explore different job profiles and build study pathways; identify the skills needed and invest in staff training for career development and skills upgrading. 
All the contents developed in WP3 has been adapted to e-learning format by UNINETTUNO. 
UNINETTUNO also support the activities in WP1 “Skills, needs and future work scenarios “with the aim to understand the emerging and upcoming changes and technological trends in the aviation sector, and WP2 “Study to work transition”, with the aim to better understand the transition between study and work.
In WP4 UNINETTUNO contribute to the design of the training assessment tools, while in WP7 it will support the communication and dissemination activities of the project.
